Homeless Assistance Rental Program (HARP) provides tenant-based rental assistance to individuals and families engaged in behavioral health treatment through a Salt Lake County provider. The program utilizes federal HOME funds administered through Salt Lake County Housing and Community Development, as well as local funds administered through the Salt Lake County Division of Behavioral Health. The program functions as a medium-term rapid re-housing program with assistance lasting from 9 to 24 months.

HARP functions similar to Housing Choice Voucher, but it is time-limited and requires ongoing participation with case management.
Ongoing case management is a requirement. Termination of case management will result in termination of housing assistance.
